I think so, but this was definitely the case in insurance - a practice that I am pretty sure is now illegal in the UK. But this may only apply to certain cases (eg insurance), and certainly only covers new vs current customers.
Its perfectly legal to offer goods at different prices to different people, by offering different 'deals' as this is protected by bartering. The exception being that you may not do this by increasing the price, only lowering it ie Sony would not be allowed to charge certain customers £75 for a new game.
I think there may have been moves to make dynamic pricing illegal in ticket sales, but I don't know how far they have got.
Another example people may not be aware of is that (some) Supermarkets now do this by offering 'personalised' offers via their reward card schemes, where they make a (usually extra in my experience) discount only to certain customers.
